Mandate

CROWN existed before the sphere arrived. Afterward, it became something else.

Its revised charter grants three principal authorities: to secure the Nooitgedacht Protectorate and its surrounding airspace; to investigate the probe and materials recovered from within it; and to prepare humanity for any future contact event.

The third authority was written last. In time, it began consuming the other two.

Public posture

Publicly, CROWN coordinates the American contribution to a multinational scientific protectorate administered on humanity's behalf. Foreign treaty missions operate laboratories, universities, observatories, and diplomatic facilities throughout the protected zone.

Every word of that description is defensible. The description as a whole is a choice — because taken together, those statements conceal the most important fact:

Only CROWN is permitted to enter the probe.

Structure

Directorate

Civilian leadership responsible for strategic policy, international coordination, disclosure, and control of the official record.

Command

Military authority over CROWN operations, the American-controlled inner perimeter, and all restricted movement into or beneath the probe.

Research Division

Conducts Servator studies, materials analysis, Vitanium research, xenobiology, and approved human-integration programs. Reports through both Directorate and Command channels.

Special Programs Division

Administers projects whose existence is restricted by compartment. Its budget, facilities, personnel, and candidate records are excluded from standard reporting.

Kings Program

Formally designated as an advanced candidate-development and operational-readiness program. Internally classified as a strategic human-capability project. Its personnel are not recruited. They are built.

Public Affairs

Issues authorized statements to governments, treaty missions, and the public. Its personnel are not necessarily given access to the information those statements are designed to protect.

Funding and oversight

CROWN receives appropriations through American defense, intelligence, scientific, and reconstruction authorities, supplemented by treaty contributions assigned to the Nooitgedacht Protectorate. Compartmented lines totalling are reported only to cleared recipients.

Participating governments receive reporting appropriate to their access classification. Oversight is exercised by a joint committee that has never requested a document CROWN was unwilling to provide — a record the Directorate routinely cites as evidence of transparency.
